Ülkemizde 6 Şubat 2023 tarihinde 11 il ve ilçelerini kapsayan büyük bir deprem yaşanmıştır. Bu depremde bütün kamu kurumları ve Sivil Toplum Kuruluşları (STK) bölgeye destek olmak için seferber olmuştur. Bazı kamu kurum ve kuruluşları enkaz kaldırma, yaralılara tıbbi müdahale, çadır temini, kurulması, iaşe ve ibate vb. ihtiyaçların karşılanması için görev yaparken, bazıları da yaşanan depremin travmatik etkilerini azaltmaya yönelik manevi destek hizmetleri yürütmüşlerdir. Bir kamu kurumu olan Diyanet İşleri Başkanlığı’na (DİB) bağlı İl ve İlçe Müftülükleri personeli, merkez teşkilatı ve (...) Diyanet Vakfı çalışanları da sahada görev yapmıştır. DİB personelinin deprem bölgesinde manevi danışman olarak hizmet vermesi, o tarihlerde, bazı kesimler tarafından eleştirilmiştir. DİB personelinin alanda yaptıklarının incelenmesi bu çalışmanın konusunudur. Çalışmanın amacı manevi danışman olarak hizmet veren DİB personelinin alanda neler yaptıklarını detaylarıyla belirlemek ve yapılanların manevi danışmanlık mesleğinin ilkelerine uygunluğunu literatür esas alınarak değerlendirmektir. Araştırma nitel araştırma desenlerinden, durum çalışmasıyla (Case Study) yapılmıştır. Araştırmanın çalışma grubunu Kırşehir il ve ilçe müftülüklerinde çalışan din görevlileri oluşturmaktadır. Bu çalışma grubunun seçiminde amaçlı örneklem yöntemi kullanılarak ölçüt örneklem tekniği ile veri toplanmıştır. Burada tercih edilen ölçüt, Kırşehir İl ve İlçe Müftülüklerinde görev yapmak ve depremde manevi danışman olarak, alanda çalışmış olmak şeklinde belirlenmiştir. Katılımcılarla yarı yapılandırılmış görüşmeler yoluyla sorulan sorulardan elde edilen verilere, betimsel analiz uygulanmıştır. Mülakat soruları araştırma amacına uygun olarak ve literatür taraması esas alınarak araştırmacı tarafından oluşturulmuştur. Bu araştırma sonucunda elde edilen bulgular, DİB tarafından manevi danışmanlara düzenlenecek eğitim programlarının düzenlenmesinde veri oluşturması yönüyle önemlidir. Araştırma sonunda bulgular şöyle sınıflandırılmıştır: Psikolojik/manevi danışmanlık: Ziyaretlerde depremzedelerin ellerinin tutulması, kucaklama, duygusal refakat, çocukların başlarının okşanması vs. yakınlık hissi verilerek depremzedelerin rahatça konuşmalarına imkân oluşturmuşlardır. Bölgenin yapısından dolayı mezhepsel ayırım yapmadan bütün köylere gidip “Siz bizim kardeşimizsiniz, sizin için geldik, yalnız değilsiniz, acınızı paylaşıyoruz, geçmiş olsun” ifadeleri ile duygudaşlık hissi verilmiş ve yardım götürülmüştür. Dinî/manevi danışmanlık: Cenaze yıkamak, kefenlemek, cenaze namazı kıldırmak, çadır mescidinde vakit ve Cuma namazı kıldırmak, Kur’an okumak, dua ve sohbet etmek gibi faaliyetler yapılmıştır. Depremzedelerin yaşadıkları evler, çadır kentler, konteynerler ve köyler düzenli ziyaret edilerek hal ve hatırlarının sorulup, vatandaşın isteği üzerine dini törenler yapılmıştır. Destek hizmeti: Özellikle ilk giden görevliler yemek/su dağıtma, çadır kurma ve AFAD çalışmalarında kurtarma işlemine katılmışlardır. Diğer hizmetler: Depremzede esnafın kalkınması ve ekonomik destek için, esnaftan alış-veriş yapmışlar, nişanlı kızlara çeyiz ve üniversite öğrencilerine kitap yardımında bulunmuşlardır. (shrink)

Publicity for (and laterly increased economic stringency which makes more likely), failures of care in the NHS engender concern for care quality while its assurance remains the subject of a fragmented and unhelpful literature. A selective attempt is made to examine some underlying principles by posing and answering three questions. What is the quality of care? What basic principles must be followed in defining `standards'? How then may quality be assured? Any definition of care must be multi-faceted and in common (...) use pervaded with the patients' pre-occupation with a search for cures. Nevertheless, it is argued that there are gains in restricting the technical use of the term `care' to those systematic processes of health services and their culture which impinge on the personal experience of patients and which fashion their response. In contemporary society care ought to be designed to restore and enhance the independence, dignity and choice of the patient. Although there is a contrary tendency to abandon problems of care to the professionals, standards for care should be judged ultimately not from the specialised professional but from the viewpoint of lay people whose behaviour in the outside world fashions those norms by which independence, dignity and choice are judged. A number of difficulties in identifying and securing improvements in care are discussed. In particular, it is argued that such is the interdependence of the style of management of an institution and the style of care it provides that enforcement of high quality care is likley to be a contradiction in terms. Only trained and sensitive staff can act intuitively and pre-emptively to prevent even incipient deterioration in care. They cannot carefully foster at all times the independence and dignity of their patients unless they are treated in a similar way as professional employees. As an initial step in improving the quality of care a simple start is urged upon implementing an inventory of checks. These are designed to establish the identification and operation of health care policies and practices which give appropriate recognition to the characteristics of care that patients and public expect, coming as they do from a lay rather than professional world. The article concludes with an appropriate inventory of questions to be put to professionals by those laymen who are increasingly imported into health care management through community representation (in CHCs) and staff participation (in joint consultation) and whose interest and concern should be harnessed appropriately. Translations, whether in the form of text, illustration, or interpretive analysis, served knowledge-making in multiple ways. It offered a refuge, severed contexts, and concealed the various workers that created it. Over the course of the seventeenth century, European naturalists in Istanbul, such as Luigi Ferdinando Marsigli (1658–1730), procured illustrations of Ottoman nature as fundamental resources to identify, collect, and compare indigenous plants and newly bred varieties. Despite maintaining an actual mediation for cross-cultural interactions, these sources of virtual communication remain largely (...) forgotten in modern scholarship. This article argues that this curious yet invisible corpus was not a nonagentive medium in an alienated leisure of a gentleman-scholar; instead, these illustrations were designed to call upon the viewer’s constant attention in self-motivated scientific labor. Such handy tools responded and contributed to early modern scholars’ modes of working, and in exchange they determined these sources’ own function, position, and visibility – either as a by-product or as a derivative. It is therefore only when integrated into the labor history of science that the degrees of invisibility pertaining to both Ottoman nature studies and self-directed labor can come into a granular view. Objective: Ethical guidelines are designed to ensure benefits, protection and respect of participants in clinical research. Clinical trials must now be registered on open-access databases and provide details on ethical considerations. This systematic survey aimed to determine the extent to which recently registered clinical trials report the use of standard of care and post-trial obligations in trial registries, and whether trial characteristics vary according to setting. Methods: We selected global randomized trials registered on http://www.clinicaltrials.gov and http://www.controlled-trials.com. We searched for intervention (...) trials of HIV/AIDS, malaria, and tuberculosis from 9 October 2004, the date of the most recent version of the Helsinki Declaration, to 10 April 2007. Results: We collected data from 312 trials. Fifty-eight percent (58%, 95% CI = 53 to 64) of trial protocols report informed consent. Fifty-eight percent (58%, 95% CI = 53 to 64) of trials report active controls. Almost no trials (1%, 95% CI = 0.5 to 3) mention post-trial provisions. Most trials measure surrogate outcomes. Twenty percent (20%, 95% CI = 16 to 25) of trials measure patient-important outcomes, such as death; and the odds that these outcomes are in a low income country are five times greater than for a developed country (odds ratio (OR) 5.03, 95% CI = 2.70 to 9.35, p = < 0.001). Pharmaceutical companies are involved in 28% (CI = 23 to 33) of trials and measure surrogate outcomes more often than nonpharmaceutical companies (OR 2.45, 95% CI = 1.18 to 5.09, p = 0.31). Conclusion: We found a large discrepancy in the quality of reporting and approaches used in trials in developing settings compared to wealthier settings. (shrink)

The ideas of thinkers belonging to the subjective or existential understanding, including Pascal, or people with mystical orientation are presented in a way that is compatible with different periods of their lives. We can see this in Pascal's short life, from scientific research to society meetings and then to monastic life. Pascal, who was a mystic and initially opposed to living in a monastery, thought of the crisis he experienced in changing his life as a sign. Pascal's work Pensées is (...) considered as a source that leads to philosophical thoughts as well as religious ones. In his work, Pascal tried to reveal the relationship between God and human wills, including conceptual analysis. This situation is related to the period in which the work was written and the author was in. Therefore, without knowing Pascal's life periods, it cannot be fully understood what he was trying to express, especially in his late works. With his work, Pascal showed that it was possible for a person to be both an excellent mathematician, a profound scientist, and a humble believer. Pascal's next period includes the previous one; We saw that while he was a good mathematician, he was also interested in science, and while he was a religious person, he used the principles of mathematics and science. He did not separate the elements encompassed that his life in an intellectual sense, but continued by combining them and changing their places of importance. After all, the essence of what Pascal is looking for is to find out what motivates people or what makes people human. In this article, the mental, material and spiritual areas expressed as Pascal's life stages will be discussed and examined as dialectical stages of his life. As a result, the nature of the relationship between religion and science will be tried to be shown with the example of Pascal. (shrink)

The coronavirus disease possesses an important threat to people's health and well-being. The purpose of the present study is to longitudinally examine whether meaning in life before the pandemic increases resilience and mental well-being during the coronavirus pandemic. The sample of the study comprised 172 young adults in a public university in an urban city of Turkey. Participants ranged in age between 18 and 40 years. Mediation analyses were performed to examine the impacts of meaning in life on the outcomes (...) across the two waves of data. Findings from these analyses revealed that meaning in life before the pandemic had a significant predictive effect on resilience and mental well-being of young adults during the coronavirus disease. Resilience also mediated the impacts of meaning in life on mental well-being indicators at the second time. These results suggest the importance of meaning-based preventions and interventions designed to build up resilience experiences for improving psychological health and well-being during a public health crisis. During the decades following the publication of Darwin's Origin of species in 1859, religious belief in England and in particular the Church of England experienced some of the most intense criticism in its history. The early 1860s saw the appearance of Lyell's Evidence of the antiquity of man , Tylor's research on the early history of mankind , Renan's Vie de Jésus , Pius IX's encyclical, Quanta cura, and the accompanying Syllabus errarum, John Henry Newman's Apologia , and Swinburne's notorious (...) Atalanta in Calydon ; it was in this period also that Arthur Stanley was appointed Dean of Westminster, and that Bills were introduced in Parliament to amend or repeal the ‘Test Acts’ as they affected universities. They were the years that witnessed Lyell present the case for geology at the British Association at Bath , the first meeting of the X-Club , and the award of the Royal Society's Copley Medal to Charles Darwin. These were the years in which, as Owen Chadwick has put it, ‘the controversy between “science” and “religion” took fire’. (shrink)

This paper describes an intelligent algorithm for traffic sign recognition which converges quickly, is accurate in its segmentation and adaptive in its behaviour. The proposed approach can segment images of traffic signs in different lighting and environmental conditions and in different countries. It is based on using Kohonen's Self-Organizing Maps as a clustering tool and it is developed for Intelligent Vehicle applications. The current approach does not need any prior training. Instead, a slight portion, which is about 1% of the (...) image under investigation, is used for training. This is a key issue to ensure fast convergence and high adaptability. The current approach was tested by using 442 images which were collected under different environmental conditions and from different countries. The proposed approach shows promising results; good improvement of 73% is observed in faded traffic sign images compared with 53.3% using the traditional algorithm. The adaptability of the system is evident from the segmentation of the traffic sign images from various countries where the result is 96% for the nine countries included in the test. (shrink)

Tüm dünyayı etkisi altına alan koronavirüs pandemisinin siyasi tutumlarla ilişkisini öğrenmek ve siyasetin kriz durumlarında halkın tutum ve davranışlarını yönlendirip yönlendirmediğini öğrenmek amacıyla 767 kişiyle çevrimiçi anket yapılmıştır. Yapılan nicel araştırma sonucunda, alınan önleyici tedbirlere uymanın, bu tedbirlerin yerinde oluşuna/haklılığına olan tutumun, aşı olma niyetinin ve aşının koruyuculuğuna olan inancın siyasi görüşlere göre farklılaştığı bulunmuştur. Ayrıca katılımcıların yapılan Covid-19 açıklamaları bakımından siyasi partilerine, parti temsilcilerinden daha çok güvendikleri, alınan önlem ve tedbirleri kısmen yerinde/haklı buldukları ve çok büyük çoğunluğun bu önlemlere (...) uyduğu görülmüştür. Araştırma sonucunda virüsün kökenine yönelik inançlar bakımından virüsün gerçek olduğuna inanıldığı, ortaya çıkış nedeni bakımından ise ülkelerin ekonomilerini kötüleştirmek ve dünya nüfusunu azaltmak için ortaya çıktığına inanıldığı görülmüştür. Araştırmadan çıkan bir başka sonuç ise katılımcıların televizyon, dergi ve gazetelerin ideolojik nedenlerle ve siyasi yanlılıklarına bağlı olarak virüs haberlerini halka farklı yansıttığını düşündükleridir. Sosyal medyadaki haberlerin ise yanıltıcı, yanlış olduğu görüşündelerdir. Bu çalışma sonucunda salgın hastalık, afet, savaş, ekonomik krizler gibi olağanüstü durumlarda siyasetin, siyasi görüşlerin dikkate alınmasının hem krizin üstesinden gelmede hem de toplumun tüm üyelerini kapsamada önemli bir rol oynayacağı vurgulanmaktadır. The urgency of this issue is primarily due to the fact that the religious component occupies an important place in the socio-cultural matrix of modern wars and military conflicts. An analysis of these wars and military conflicts allows us to assert that, despite the "antiquity" of the concepts of war, which are generated within different religious traditions, these concepts not only retain their "power" for a long historical time, but also have the capacity for modification and modernization. It is necessary (...) to know the genesis of views on war, as religious beliefs and ideas are often removed from the historical context as a basis for modern political and military doctrines, that is, interpreted in the most favorable sense in terms of the ideological goals of certain movements. Reimagining “humanity” is a powerful aim of the educational philosophy of Zak Stein. A relative new-comer to the field of Education and philosophy, Stein has in the last decade or so shown himself to be a potent “developmentalist,” and visionary of a “metamodern metaphysics” for reconfiguring how societies understand learning, new forms of education, and most interestingly he situates his work within a metaphysics of Love. Stein poignantly calls for a “return” to important past wisdom in transforming learning but he (...) does so from a critical integral perspective in ways that are unique in educational writing today. The author appreciates and demonstrates Stein’s awareness of the meta-context of the Anthropocene and “crises” as a critical basis for any design of future education. He particularly focuses this introductory technical paper on Stein’s views on fear and its essential core role in shaping human evolution and thus our ways of learning and designing curriculum. The author adds a brief critique of how Stein’s work could be improved in terms of a holistic-integral fear management/education in this discussion of a new metaphysics of love for education in general. We argue that thoughts are structures of concepts, and that concepts should be individuated by their origins, rather than in terms of their semantic or epistemic properties. Many features of cognition turn on the vehicles of content, thoughts, rather than on the nature of the contents they express. Originalism makes concepts available to explain, with no threat of circularity, puzzling cases concerning thought.
